1857-1861 James Buchanan Vice President was John C. Breckinridge. James Buchanan's Inaugural Address.
He proposed to maintain a "sacred balance" between North and South in an attempt to defuse the slavery crisis. Yet at the same time he recommended the admission of Kansas as a slave state. Buchanan deplored talk of secession, yet balked at strengthening federal forces in the South. In the last months of his administration (after Lincoln's election) South Carolina and six other states -- Mississippi, Florida, Alabama, Georgia, Louisiana, and Texas -- seceded to form the Confederate States of America, with Jefferson Davis as president.
