He strengthened government controls over big business by attacking monopolies through the courts. In foreign affairs his motto was "Speak softly and carry a big stick." After Colombia refused the United States permission to build the Panama Canal (Panama was the a Colombian province), Roosevelt backed the Panamanian rebellion, then in 1904 he bought the Canal Zone for $ 10 million from the new regime. For his initiative in arranging negotiations to end the Russo-Japanese War, Roosevelt became in 1906 the first American to win the Nobel Peace Price.
